  Harbour Planning in Hong Kong
 

The Planning Department has commissioned a consultant to conduct a Habour Planning study in order to explore how to enhance the attraction of Victoria habour. The whole study is divided into four stages with each consultation session following. The first stage is to make a Land-Use Conceptual Plan for the studying area. The second stage is to make a Recommended Habour and Waterfront Plan with Urban Design Framework. The third stage is to make a Tourism Plan and an Action Area Areas Plan. The final stage is to design an institutional and implementation mechanism for implementing the action areas plan.

Then what sort of consensus is reached so far? The government and the public have reached an agreement on Habour planning principles. 1. to minimize reclamation along the harbour shore; 2, to specific appropriate building forms and urban designs in the Harbourfront area. 3. to re-design or re-shape habourfront to show the unique character of Hong Kong. 4. to create a cluster of tourists attractions in Habour Inner Core Area and facilitate the connection among different clusters along the habourfront. 5. to improve the landscape and sitting-out area. 6. to initiate and manage activities and events in the harbourfront area. 7. to improve water quality.

The study also raises out some critical issues which have to been addressed in future. The issues include poor accessibility, incompatitable land-uses and dull waterfront activities.

Thinking:

The study cannot clearly tell me what and how the proposed activities or experiences are created in the Harbourfront area. As the past studies, this study uses an Approach of Weakness and Opportunties to assess the studing area. Nevertheless, this approach is successsfully used only if the observers have a clear vision on the studying area. For example, if we hope to create outdoor eating activities along the harbourfront, we bear this vision to investigate what sorts of weaknesses or opportunities the area has. (For example, the weaknesses include poor accessibity to the bazzar, poor air quality and etc.) If we hope to create a beautiful public cargo area, then the weakness we go to identify will be different from the one in the first case.

Then what sort of activities can a new plan create? Outdoor eating, a small singing concert, arts performance, craft works sale, commercial activites, etc, What sort of experiences does a new design and infrastructure create for local visitors and tourists? Arts experience, Consumption experience, Sporting experience, Relaxing(experience). Historial Learning experience, Cruising experience.
